When has any war been pre-approved by Congress? Always seems the executive branch puts boots on the ground first and then dares Congress to either support war or be labeled unpatriotic.
World War One and World War Two come to mind. Of course there was a smattering of combat in Hawaii on Dec. 7. I suppose it would have been better to wait for Congressional action?
