If this is the case, there will oceans of blood. It will devolve into WWIII. I saw a very scary sight this morning rolling east through Kentucky, a four minute, at forty miles an hour, military train. I’ve lived along these tracks for forty years, never saw an exclusively military train before.

Yes. It was wrong then, and it’s wrong now. Presidents have the right - and the duty - to act when time is of the essence. In all other cases Congress alone must make the decision.
Unfortunately, too often Congress has abdicated that responsibly by refusing to call a war a war, and instead letting the president decide.
