I'm sure as hell no Constitutional scholar but I have a pretty fair understanding of the English language. And IMO the words “shall not be infringed” are very difficult to misinterpret. I can't understand how my state (and others) can so blatantly be allowed to infringe upon my 2nd Amendment rights to much as to make it just about impossible to exercise them.

If law officers and bureaucrats paid a personal price for enforcement of unconstitutional laws, there would never be stupidity like FOID cards.

That needs to go to the US Supreme Court. That is a blatant violation of Americans’ constitutional rights.
What other constitutional right do you have to pay a fee for and ask the state for a permission slip for in order to exercise? Licenses are for privileges. Keeping and Bearing arms is a right.

As a resident of Connecticut I have to pay hundreds of dollars and wait months for a permit before I can so much as buy a box of .22 ammo.

Poll taxes and taxes to exercise 2nd Amendment rights differ how?
An argument can be made that taxing the purchase of guns and ammunition is the imposition of a wealth standard in order to exercise a franchise (i.e. Constitutional right). No different that what poll taxes were.
