That’s the ‘corn pop doctrine’.
Sort of like the Texas sheriff who said something like “ If you kill someone here, we will kill you back.”
The U.S. won't respond "in kind" because the U.S. will no longer exist if that colorectal opening is allowed to remain in the STOLEN position he now occupies.
Question: What if Putin, sick of the wars progress, dropped a low yield Nuke on Kiev, and destroys the city? What would we do? Start WW III and send the B-52s to bomb Moscow? Launch all our rockets to destroy the planet? How many Americans are willing to die for Brave Ukraine? How many Ukrainians? If the EU is involved, how many of them are willing to be martyrs? None I’ll wager. Putin might have a fatal disease and may not mind rolling the dice on this question believing Biden will do zip but talk. How many who hate Hitler-Putin in this nation will be willing to die to have their families and children die to take him out? Few, I believe.
