Family and advocates are outside NY Gov. Kathy Hochul's New York City office calling for jail reform after two more deaths at Rikers Island.

Why are they protesting her? She’s the Governor of the State, not the Mayor of New York City. As far as I know, the City of New York, the Mayor, and the City Council, which is majority Democrat, are responsible for Riker’s. It’s not a State-run facility. I know, because I spent 25 years working in NY State’s prison system. It’s a jail, not a prison. No one who worked in State Corrections could work at Riker’s. It wasn’t an option. It’s a totally separate entity.

I'm surprised there is anybody left there to even die in the place. All the criminals are on the street these days. When I was working in NY State's prisons system, we used to tell people to remember, that not all the criminals are behind bars. I've been retired since 2003, and it's even more true today.

Jail = temporary housing facility for court appearances and unsentanced population
Prision = State run and operated facility for sentenced population where term of incarceration exceeds 1 year.
Rikers Island is run by the City of New York, the boroughs, and the County of New York.

Yep. And the State of New York had to pay New York City a per-diem rate if a sentenced prisoner hadn't been picked up, and transferred to a State facility within a specific number of days after his/her sentencing.
