The main idea is for the owners of the Western franсhises to keep operating where their parent companies left the market.
I don’t see a problem here. If the company doesn’t want to be on the market, but the consumers got used to the product or service, it is a no lose situation for the original company.

A real diplomat would have buried a carrot in this by saying, “for the duration of the western sanctions.” That would create some pressure from those companies on the western politicians.
