A good compromise would be that every year the President can fire anyone in the executive branch for any reason up to 25% of the total existing federal workforce. That would protect the continuity of the government bureaucracy while also putting the fear of God into them.

I see one problem with that proposal. The list of those needing to be replaced might be more than 25%.

Just remember this cuts both ways. The GOPe will not be in power forever the the Dems take great pleasure in revenge.

This should be limited to only Senior Executive Service (SES) employees. The Office of the President should not be making day to day personnel decisions at the GS level.
