The New Deal was FDR.
Wilson’s 1912 platform was called “The New Freedom”. (Already promoting doublethink back then.) Certainly its expansion of federal government led to the New Deal, though.
FDR was in Wilson’s cabinet, as were many of the principle figures of the New Deal. The New Deal was laid under Wilson, hatched by FDR.
