NATO isn't going to intervene militarily, and neither is the U.S., so even if it is just propaganda, it won't make a tangible difference.

But for a Russian army that wants to pressure the Ukrainian government, and doesn't want to engage in urban combat in Kyiv...killing civilians is one way to perhaps make that happen.

Now, maybe that's what happened here and maybe it isn't. I was just addressing the argument that killing civilians cannot serve Russian interests.

There is indeed already a pressure campaign from Russia and its allies for Ukraine to surrender to “stop the suffering.” It will no doubt get more intense as countries like Germany head into recession.
