A half hour move would be difficult to reconcile with navigation. There are other time zones around the world that are at 1/2 hour increments off from GMT.
If we go to "permanent DST" for the United States, then the definition of EST, CST, MST, PST would have to be changed in relation to GMT.

I’d prefer if they randomly added or subtracted anywhere from 3 to 17 minutes every day.
And every state and county had their own random adjustment.
