There are shelters for the homeless but I would think they either are full up or the ones who choose to sleep on the street have refused the shelters.

Many shelters have rules against bringing in drugs and anti-social behavior for the protection of the other residents.

In a previous life, I knew a guy who was in charge of such a shelter run by the Lutheran church. He told me that as soon as the weather got warm enough, a goodly share of the residents would leave and walk the seven or so blocks to skid row where they could live in the streets and wouldn't have to follow these rules. This happened every April.

As soon as the weather started getting chilly in October, the same vagrants would suddenly decide the rules could be followed after all and they'd wander back it. They would then proceed to behave themselves for the next six months or so.

Those who couldn't would find a bus to a warmer and/or more derelict friendly city than ours.
