Iran is trying to distract the US from going after Russia.
Frankly, it’s entirely possible that these missile were launched from Russian ships in the Caspian Sea and they merely flew over Iran.
Russia conducted a similar operation against Syrian targets in 2015:

“ Pooty’s having his Iranian buds stir up a little trouble to keep us distracted?”
Russia is still producing petroleum products. That stuff is still going up, and Biden will not allow good ole American ingenuity and Capitalism to solve the problem. Iran? Price of oil goes up, profits for the Mullahs go up. Know what’s going on? Russia and China are starving the US of cash so a new currency will need to be established. And the Biden Administration, Democrats and the media are not on the side of the citizen’s of America and are doing everything in support of Agenda 21.
This was supposed to happen back in 2016, but America beat the crap out of Clinton and Trump became the bearer of bad news to the establishment. If Hillary won, all of this would have happened but sooner.
Iranian state media said Iran’s Revolutionary Guards Corps carried out the attack against Israeli “strategic centres” in Erbil. Plus, the missiles clearly came from Iran —there was ground based video subsequently geo-located. Russia may have green-lighted the Iranians, but, IMO this presents an opportunity:
Israel to carry out retaliatory strike for being threatened.
US to hit a military target in Iran with 12 of our missiles. Make it hurt. Preferably take out some Iranian missile launchers.
If this was indeed targeted at Israel then I am content to let Israel handle this. They know what they’re doing.
