The Ukrainians have been granting Russia those leases and extending them for many years. There was no hint that wasn't going to extend into the indefinite future. Both countries being able to use the facility was a perfect, peaceful solution.

The Ukraine was upset set up Marshal law they imposed no men between the ages 16 through 60 can enter the Ukraine. The Ukraine released the Marshal law and extended the no men restrictions to this day.

The Ukrainian constitution was set up so no foreign bases (IE: navel ships) can be placed in the Ukraine.
This made for no peaceful solution as whomever controls Crimea water ways controls the region. This has been true for thousands of years before Russia existed.
