If you're doing top-secret bio-weapons development research, research that you're prohibited from doing by government policy and (IIRC) treat, you aren't going to do it in a foreign country 4,000 miles away next door to one of your biggest military rivals. You're going to do it in some hyper-secret hidden-away lab deep in the Nevada desert ... maybe next door to a hyper-secret aircraft development base whose very existence was denied until a couple of years ago.

These are BSL-3 labs. There are procedures to dispose of samples, such as EPA - Laboratory Environmental Sample Disposal Information Document (2010), section 6.3.
As a last ditch option, dumping any potentially dangerous samples in a garbage can with water and bleach can work. Tape a lid and warning note on it saying in Russian "this is not vodka do not drink it!". Then get out of town if that's still possible.
The reason why no one who deals with this kind of work is worried, is because any samples present are almost certainly already destroyed.
The biolabs in Ukraine are not P4 labs, and no one would be dumb enough to do bio weapons research in non P4 labs.
The Wuhan lab was a P4 lab, except in typical CCP buffoonery the lab didn’t follow P4 security protocols.
