I don't agree. It's pretty obvious Ukraine has been putting heavy weapons in civilian areas like schools, hospitals and apartment buildings. Much as I wish none of this was happening, the truth is we would do the same thing if the enemy was encroaching on our boarders. It looks to me like Russia has gone out of it's way to avoid civilians, but the Ukraine are drawing them in for propaganda purposes. But then again, who really knows?
