If I were to hazzard a guess, I would consider whether these so-called “bio research labs” were installed to keep those pathogens deceloped by the Soviets, and which remained after the USSR collapsed, from falling into the wrong hands. That makes more sense than the allegation that the U.S. is using Ukraine as a base to develope “biological weapons.”

Those labs are not limited only to defending against weaponized biological pathogens. The vast majority of their function includes collecting, detecting, and identifying regional pathogens generally, because you're not even going to know whether it is weaponized or not until it has been analyzed.

There are labs like those all over the world.
