I think they are just as takaen aback by the lack of Russian success and like Putin had no 'Plan B' in place. They expected rapid progress and Zelenskyy to flee to Poland to form a rump government in exile that quickly become irrelevant.
This implies, by the way, that the invasion and each escalation that is taking place is being done by people (both Putin and in DC) who have no plan and no clear understanding of what is going on, which means the danger of uncontrolled escalation is very real. In this situation, it might be better for us to escalate the situation to make it clear that we will not allow Putin to win but also signal that we and the Ukrainians are willing to make some major concessions such as recognition of Crimea and ceding the Donbas phony republics to Russia. No NATO but very real and very well-armed neutrality for Ukraine a la the Austrian neutrality treaty signed with the Soviets.
