The idea is that Ukraine is somehow secretly producing nuclear missiles without being detected by international inspectors or satellites designed for that purpose.
The result could potentially be a nuclear strike on Ukraine by a tactical nuke by the Russians.

That report claimed that the Ukrainian government was building nuclear weapons with the assistance of America.
