Planning With others to commit a crime is in of itself a crime. One doesn’t have to actually commit the crime in order to be charged with conspiracy.
Like that group that conspired to kidnap Gov. Whitmer. They didn’t actually kidnap her but they all are sitting in jail.
This guy probably thought it best to plead guilty and testify against fellow Oath Keepers so he’d have a chance at getting out of prison as a middle aged man instead of as an old man.
