Apparently I was incorrect when I claimed that people would receive test kits without requesting them, although I would not have been surprised if the Biden gang wanted to send them out without a request, like ballots.
The government is also apparently sending them to people who tested positive in the past. My neighbor, who passed away 6 months ago, got one.
