Putin is using siege tactics.
The US rushes in, breaks things, kills people; then pays piles of money to to rebuild all of the broke stuff and pay off the government.
Putin is looking to take the country intact:little broken infrastructure, fewer dead(meaning fewer zealots in-country against him, little cost in reparations.
This is a war of attrition; not shock and awe.
Russia cannot afford another Afghanistan(either on their border, or in the world’s eyes), certainly not monetarily.
We need to look at this through the eyes of history, not through the view of the US.
