It is the source of traditional American policy toward Russia. Hence the attitude to all our security proposals.”

Putin also resents the fact that the nazis in Ukraine have waged a dirty war against the citizens in the Donbass since 2014 or 2015, killing around 40,000 so far.
Putin thinks he is the political leader of Russia and wants Russian speaking citizens in Ukraine to be protected from being killed by Ukrainian Nazis, and he also wants the biowarfare labs there, funded by our DoD, to be destroyed.
