Yes, that is what this is about.
But Ukraine refuses to make peace with these areas even though an agreement was made years ago as Ukraine forces were losing.
This can all end if Ukraine accepts the Minsk agreement and allows these regions to be independent.

The Russian security council unanimously recommended that Putin recognize the independence of LPR/DPR.
Putin promised that he would make a decision one way or another today.
There have been multiple false flag incidents by Russia trying to frame Ukraine over the last few days, including most recently that Ukraine supposedly attacked a Russian border guard post.
Clearly, all of this is culminating with Putin’s speech to the Russian nation to try to solidify Russian public opinion to support whatever Putin has decided.
What has been happening over the last several weeks and the massive military build up on the border, the false flag events, the political question whether to recognize the separatists and so is part of a carefully scripted plan by Putin and the Kremlin.
Biden’s speechwriters and European leaders (other than Germany, which I believe has a secret understanding with Putin) are just reacting to how events are unfolding.
