Dressing up like Americans won’t dress up?
Some of the Halloween costumes in the war zones during this time frame would likely raise an eyebrow or two. Those dressed up in such a manner definitely stayed indoors where the party was and didn’t venture anywhere outside where the costume could be misinterpreted with deadly results.
