Well, it’s been almost fifty years since I was in the US military, and saluting outdoors without a cover was considered a beach of military etiquette; an exception was under combat conditions.
I have no idea what today’s military etiquette is, being it (the military) has become so woke.

Anybody who has ever been to DC knows the difficulty of ingress/egress in and alongside the Beltway. I suggest targeting a few of the major highways for blocking, both on the Maryland and Virginia sides.

You just need 3-4 blockages to paralyze DC. Maybe rotate the protests, keep the Capitol Police guessing and on the move. They didn't exactly impress me with their "capabilities"...lol.
I was ADA in the Army, one of our mantras was "Shoot, move, and communicate." No shooting, but keep moving and communicating. Too bad the truckers didn't have enough forces on the ground, to move a second or third army of truckers move into a different area, while Trudeau's forces were attempting to displace the original group.

You’re generally correct, though. It isn’t normal to sale salute without headgear. There are exceptions, though.
The wokeness of the current military is a last 10 years phenomenon. This issue predates that. More likely it was the vanity of certain officers desiring to be saluted while doing PT.
The DC Tyrants have no doubt been studying DickTater Trudeau's tactics, but I was thinking - an alternate strategy might be for ALL truck drivers to refuse to deliver ANYTHING to DC, including food.

Shortly before I separated I was returning to the barracks from the base post office, walking down the sidewalk reading a letter from home. I guess I passed a 2nd Lieutenant going the other direction; I didn’t see him. Well, he came back to me and jumped in front of me, so that I almost bumped into him. He screamed: “Sergeant! What are you supposed to do when you meet an officer?” I looked at him, and — against my better judgment — just said: “I’m short.” Yes, he reported me to my CO, who called me in to his office. I told him what happened, and he just said, “Don’t worry about it. Avoid the ass. If you see him coming, just do an about-face and go the other way.”
That’s good advice.
You just stay home and stop delivering goods. They then have to try and compel your servitude.
Advocating for the killing of police officers is another thing entirely.
