Even with police present the entire protest, it was only violent when Trudeau wanted to show them he is boss, probably forced the Ottowa Police Chief to resign and install he personal thug puppet to rough up the protesters.
The Ottawa Police Chief was probably a honorable guy and knew what an illegal order was and refused to follow it. So he had to replace him.
