"(f) a person or any person in a class of persons whose presence in Canada, as determined by the Minister of Citizenship and Immigration or the Minister of Public Safety and Emergency Preparedness, is in the national interest."
Section (f) cited above exempts people from the order that are in a class of persons "whose presence in Canada...is in the national interest". That should include every Canadian citizen. How could a government Minister in a modern, supposedly diverse nation determine that a group of citizens, like "truck drivers", or "my political opponents" or any other group's presence be not "in the national interest".
That kind of power is wildly tyrannical, and deeming some group of people to be inherently against the "national interest" is repugnant. If I recall what I learned in history class we had an example of a government that did that starting in around 1939 in Europe. Most of us pledged to never let that happen again.
