With the Emergency Act, Canada now does have the ability to compel work. They can basically draft workers and commandeer equipment. Government has to pay for services... but I’m not sure what remuneration is paid or over what time schedule.
Tow truck companies *could* sabotage equipment, lie about repair status... but I wouldn’t be surprised that Canada could dust off another Soviet tactic-— give the tow companies a quota. Tow a certain number of vehicles or face consequences.
Unlike the later stages of the USSR where industries lied about production numbers and bureaucrats mindlessly crafted reports... any towing quota would likely be purposefully unobtainable; to both incentivize towing companies towards dedicating all business hours trying to fulfill government demands... but also to hold a cudgel over the heads of the towing companies (payback) saying we will seize all your assets for non-compliance.
This is what happens in dictatorships.
If it weren’t now a crime under the Canadian War Powers Act edict to set up a funding website for the truckers, I would happily contribute to a “beer fund” to keep them inebriated so they wouldn’t be legally able to drive!
