No, murderers and rapists aren’t threats to the regime. In fact, they even help the regime by making some people fearful and call for increased regime powers to do something or to protect them.
This is utterly unlike a bunch of truckers who do honest work for a living and who want bodily sovereignty. They’re a deadly threat to the regime, and so must be destroyed.
