Turns out you just need a Kenworth, not an F-15 or a nuke.
Big cold war weapons are great...against cold war level threats. Not so great in other engagements. An F-15 is only effective if it can get off the ground and find and enemy to engage. A nuke is only effective if it does more damage to your enemy than it does to you. A guy with a 9mm outside the local apparatchik's office at closing time is far more of a grass roots threat. You can have all the big plans you want, but at the local level you'll never have control.
