I think this is likely a case of sensationalism completely overwhelming journalism. It seems that they were distributing videos and cell phones calling for a terror attack, and that the government is claiming that the Minecraft construction is evidence to argue that this isn’t just youthful mouthing off or hyperbole, but a real plot; that they’ve used the on-line facsimile to study and train how to actually destroy it.

If you think the Russian government is being stupid here, keep in mind that Americans are in a Black Hole of Calcutta-type prison because the U.S. government says they built a Lego model of the Capitol... and then presented no evidence of any intent or desire whatsoever to destroy the Capitol, but instead insisted that the fact that the model was fairly accurate proves that they wanted to blow it up.
