Yikes, that is frightening and dismaying.
"Agents of the state" would include such things as constant harassment from unannounced visits by Child Protective Services, for instance, or OSHA wanting to inspect one's home office or kitchen. Unannounced visits by state agents were inferred to be akin to having soldiers quartered inside one's house.
I'm not saying that this would be the case, but an argument can be made that a state demanding that someone quarter the homeless in their homes is a state encroachment on their zone of privacy.

True - they’re not soldiers but a liberal interpretation (lol) would read that it’s true for the state forcing ANYONE not related to you to be quartered in your home. (As another poster points out)

I bet you could get the entire house painted for just $100 worth of meth if you feed it out smartly. It would be a little tricky. Too much and they fall off the ladders. Too little and their roller and brush hands shake too much, leaving roller/brush marks.
In a way, it’s the right thing. They voted and they got what they asked for.

Go get that guy on the corner with his dog and shopping cart and the plastic bags full of his stuff which borders on garbage and all of his bike parts and give him the room that your wife uses for her peloton. He can have his friends over and use his meth in the comfort of your own home. Make no mistake, 99 percent of homeless are either using meth or heroin. I know this for a fact.
Do I have “Stupid” written on my forehead? Once you let someone in, getting rid of them would almost impossible without an attorney, lots of money, and hoping to get a judge who would enforce your property rights. In the Bay area, good luck with that.
There are reasons some people are homeless.
Wouldn’t it be more prudent and efficient to just Mandate that ALL Public Employee’s take 2 homeless into thier homes or be FIRED??

To which I’d add: California has many laws to protect even bad tenants from eviction. I’m sure the ACLU will argue that these folks are actually tenants, and so have tenant rights.
So once they’re in, good luck trying to get them out.

A significant portion have mental issues, which either they were born with or developed. I think as we go forward, we will find out that a lot of those are due to the chemicals in our world, either the ones in the air, water and soil, or the ones in the substances we put in our bodies willfully.
At the base of all of it, in fact all of our social issues, I’d suggest the fundamental problem is one of character formation, which has to be done early in life and is not the duty of the state, although they can perform a role, but the duty of the people.
I don’t hear any talk about character formation in our society. It’s a verboten topic treated like a medieval flat earth outdated superstition replaced by post modern cancel culture group think.

The drugs are the root of the immediate problem.
Security drone cameras watch all homeless camps. Confiscate their drugs daily. Set up warehouses as shelters, same rules, drugs confiscated daily, meals provided, drug treatment programs mandatory for those testing positive. Jail the refusers and troublemakers until sober, try again. Depression-style work programs for those willing to work, they can help keep the camps clean. Haul away all the dangerous filthy stuff they accumulate daily.
Violent offenders, prosecute and jail them.

Definition of a non-profit:

That is half of the equation imho.
Physical fitness is the other half. When your body is in good shape your mind often follows.
Maybe some of the Indian H1-B visa holders that took these homeless Americans jobs could pitch in a little.
