It seems to me that state political parties could, if not stop this, then enact internal rules to lessen it. Political parties are effectively private organizations, but with a public purpose, that have some control over their membership for the purpose of primaries.

Colorado, following other blue states, “opened” their primaries, by law, to unaffiliated voters. When this happened in California, the state party sued, and lost.
