He thinks the election was not fraught with fraud. However, there should be a mechanism to invalidate election results when states completely ignore their own election laws to get a different result than what legitimate voters intended.
This, in a nutshell, was Al Gore's argument in 2000.
Legitimate voters INTENDED to vote for Gore, but they voted for Pat Buchanan instead because of poor ballot design.
This may even have been correct.
But once you empower a court, or Congress, or anyone to proclaim an outcome based on "voter intent", you might as well just drop the pretense of voting and choose officials by lottery.
