Of course it is. The Brandon Administration has packed Red States with illegal aliens through their "midnight express" flights, so the second phase is to offer them amnesty and a path to citizenship, and create more Democratic voters in Red states.

She’s being blunt and honest: they intend to stomp on the very idea of American citizenship and simply aid and abet millions of invaders.
When the ‘86 amnesty was passed, Ted Kennedy nasally intoned that “we will never bring forth such a bill again”. That was the sales pitch: do this once to solve the problem, and future enforcement will prevent it from happening again.
He lied. He knew there would be chain immigration from those amnestied, and he also knew that the numbers he was talking about were about half the real numbers of illegals then: supposedly only 1.6 million vs the reality of over 3 million eventually amnestied...tiny numbers compared to now.
Harris is yet again repudiating The Swimmer’s lie: the amnesty for breaking US laws will be the goal of the Rat party, and not one of the aliens will have to allocute to the crime or do penance in any way or go home and get in line again...nope. They get off scott free, get rewarded with citizenship in a country they had nothing to do with, and their first act was to break the law, of which they will have no record or consequence.

And if that doesn't work, they pretend that it's legal for them to vote, and SIC Garland's DOJ on states that try to stop them.
