How would it kill millions? Just by the interruption to the supply chain when it comes to food? I do know if that chain was stopped people would begin to stave in less that two weeks. But if an EMP knocked out communication, I assume trucks would still somehow roll unless EMP knocks them out as well?

Assuming the theory behind EMP is correct, most, if not all, trucks would never run again. Engines have too many electrical components to replace.
The only vehicles left running would be 1970s vintage.

An EMP attack would be intended to cause a major meltdown of the country’s electrical grid. Without electricity, gas supplies would become inaccessible within a week or less because the whole fuel supply system is dependent upon electric power. Also the operation of water supply systems for home wells and for the delivery systems of cities large and small require electric power.
