In Illinois, Cook County has millions of residents, and Ogle County had maybe 50,000.
Some states have numerous counties (e.g. Mississippi) compare
The wonky way to do it would be census tracts.

Well, if the majority of the counties went for the conservative, Cook county could have 80 million votes and, meh. Too bad.
