Not really. These ostensibly independent entities are part of the agency and perform an isolation function somewhat similar to how a biolab containment facility works. They serve to limit full exposure of malfeasance, corruption, and mismanagement issues to the outside world.
Agencies have learned that its better to contain and manage their problems within the agency itself. They send the IG up to the Hill when necessary to defuse potentially troublesome revelations. This protects the powers that be and the agency from damaging escapes of unwanted publicity that could go “viral”. The IG’s sanitize, whitewash and control events. Its what they do.
