Arrest the Superintendent and remove their Teaching Certificate.

Here is info about suing schoolboard members and superintendents through their bonds. The idea in this linked thread could work against elected and appointed officials, and not just schools.
All elected and appointed officials must have a bond. If they are found to have acted illegally through malfeasance or misfeance, the insurance will pay, then drop the bad politician. No other company will insure them leaving them unemployable in that position.
