Pro-Russian Ukrainian politicians receive about 10% of the national vote. The only way a "new one loyal to Russia pops into being" is if its installed by force by Putin.

With the majority of Ukraine’s Russian population living in the annexed regions of Ukraine the only way a pro-Russian government ‘pops up’ in Ukraine is if the Russians invade and install a puppet government.

Which will last only so long as Russian military power keeps the Russians in power...just like what we saw when the USSR dominated Ukraine.
