New Jersey drivers know that the fastest route between 2 points is a straight line and that everything between- including traffic lights - is involved in a conspiracy to slow you down.

That would also explain the merging practices in traffic circles.

As for merging practices at traffic circles, the best direction is straight across the center of the circle. Barring that, there are no stop signs, so you just increase your speed going in, so you are passing instead of cutting in. NJ invented the traffic circle so NJ drivers make the rules in how to drive them.
