Boulder County could have mowed the dry grass and hauled away the 3 foot long grass clippings. 95% of the fuel removed. Problem solved. You will not have a dry grass Praire fire if the fuel is not there. If they can grow and harvest and remove hay(switch grass), they can do likewise with open space grass.
