I think it is a standard to classify it as such. But was it “justifiable” or not is where the difference comes in.

There is no such crime, homicide.
In all honesty, at this point in our history, I’d like to make sure that extra-judiciary killings by the FBI remain a crime, thank you. I’M NOT SAYING THAT THE POLICE ARE GUILTY OF ANY CRIME. And, YES, THE TERRORIST PROBABLY DESERVED THE DEATH PENALTY. But I still am bothered by reports WHICH MAY NOT BE TRUE that he shot after the hostage threat was gone.
I would consider that an unfortunate possibility in today's degenerate times. Not really likely, but conceivable.
