Putin/Russia will not do anything if we simply say Ukraine will not join NATO. They won’t be allowed to, so we may as well say it.
If we said that, the next day Putin would order some apartments to be exploded somewhere in Russia (like he did with Chechnya, with FSB agents even getting caught in the act of planting the explosives) to blame on Ukraine and then attack anyway.
