We have plenty of handcuffs. However, handcuffs cannot be used because they disadvantage the poor and people of color which is also racist.
We do have laws - lots of them, many made by dead, old, white slave owners. Today, the law (like history) is what the modern Democrats say it is at any given moment and mostly applies to white people as it would be unfair to the poor and people of color which is also racist.
