I asked a LEO buddy of mine yesterday, that very question.
Answer......A lot of agencies will happily walk back and let the Feds handle stuff like this. If it goes sideways, it’s on the FBI. If they tell the FBI that it’s help isn’t needed, then the FBI could be investigating them for botching the operation.
Basically, if the gatekeepers screw up, no big deal. If the locals screw up then they better get ready.
But, that brought me to another question: If the FBI is going to get called in for everything, why do the locals need Bearcats, MRAPS, M4s, and all the other Call of Duty gear?
And, I’ve worked with FBI Agents before, for a time on a very regular basis, Jason Bourne/Jack Bauer they are not.
We went to check out a church yesterday. As the pastor was putting his suit jacket on I got a glimpse of his spare magazine holder.

My son just bought a M1 Garande and was in the church hallway showing it to his buddies. Later a friend of mine was putting a new trigger in a pistol with the help of another guy.
No one batted an eyelash.
Leadership in my church hope the police officer who attends is carrying. If he’s there.
Should'a finished him off with the chair. Could'a saved the cops the trouble of shooting him.
If no one else knows your armed, then, you’re not armed....even when you are.
I carry quite a bit. And not a human on the planet would know that I have a Glock on me unless they saw me put in on. That’s how it should be, IMHO.
If the congregants want to carry, carry. Know how to properly conceal. And most importantly, DO NOT TELL ANYONE that you have one.

This is good news as the truth is out and it makes sure they can’t thump their chests.
And, it should be bad news for the FBI. If everyone escaped and the bad guy was in there alone, why did they shoot him? If I’m reading this correctly, he was in the building all by himself. No more hostages.
Actually, in a SWAT operation such as this, a barricaded gunman with no hostages, I’m betting that the SOP is to wait him/her out and not use force. Only exception would be if the gunman was shooting out of the building. If they aren’t actively shooting, then there’s ZERO reason to go in.
So, one can argue that the FBI HRT murdered this guy for no reason, as they had no reason to make entry.
If a local department did this, and the FBI/DOJ wanted to go after them, they’d be able to ask some questions.

Why was the FBI involved?
I would think that local and Texas state law enforcement have the SWAT capabilities necessary to deal with a hostage situation.
What we have been told by officials is obviously B.S.

Under what law? And that is, if Texas has a law prohibiting carrying in a place of worship. If Texas doesn’t, but the law states that whoever is running the place has the option of banning them, then the “offender” would have to be given the chance to leave if the cops were called. Not a good way to treat your congregants, I’m betting.
For starters, the first question to be asked of the HRT and FBI.....
What is the FBI HRTs, Standard Operating Procedure for dealing with a barricaded gun’person’, who has no hostages and isn’t actively shooting or trying to harm anyone?
If that SOP says anything different than: make Entry, toss some flashbangs and shoot a mofo’, they could have some issues.
But, that is why the FBI comes in like this. There is no one to challenge them or ask them questions like this. Everyone is happy. They killed a terrorist even if they won’t admit he was a terrorist.
And....YES...He deserved a bullet or 3 in the brain for what he did.
But, there is a standard and one that is not followed by a certain agency. All one has to do is research what they did to Lavoy Finicum and the subsequent investigation by the Oregon State Police.
I don’t know the local politics there, but in that situation, if he wanted the guy arrested for (legally) carrying a weapon, and it was a Soros-run county, all he has to do is make a phone call.
After all, the prosecutors have plenty of spare time, since they no longer punish felons, so they can put him on trial and if they lose (because they haven’t broken the law), what’s the big deal?
Your answer makes sense but at the same time there has to be a legal basis.
