Chicago’s Gold Coast and Mid-Town Manhattan never had these problems, even during the high-crime periods of the ‘70s and ‘80s. Now they are. Just when we whittle down the old school organized crime (e.g. Mafia), we get a bigger, more violent, meaner, version that operates with a different kind of political protection.
