I worked with one teacher that was an department head that usually screwed his way through the staff that were so inclined. When one caught him screwing around on her, and raised a stink where some students overheard it. She ended up being fired. Then it came out his live in had several felony convictions, and he was using her as the female chaperone on student teacher trips. He ended up getting promoted about 3 years later. When the teacher was fired he asked what I thought about Mxxx’s firing. I told him at any major company HR would have walked him out the door for screwing around with subordinates. My contract was not renewed. And as an older white male with real world experience versus an education degree the teachers union cared squat about me. What a cesspool.
Yes. filming teachers is a fake, cosmetic "fix" which will only show good teachers how bad things have become, while being ignored by bad teachers.
Again, if our public schools have become that awful then 1) get one's own kids out, 2) government should refund all taxes paid by parents who choose other options, and 3) radically-decentralize every school district, so that parents are forced to take control.
