I read the following on FR a week ago and recall such an agreement, but am not sure. Does anyone remember the details???

“In 1990, Sec State James Baker promised Gorbachev that if the Soviet military left Eastern Europe, NATO would NOT expand eastward. Baker promised “the Austrian solution,” a demilitarized and neutral Eastern Europe in return for Soviet force withdrawal.

America and NATO broke this agreement, now NATO extends from Estonia to Romania.”

Yep....and we broke that deal along with the Nato.

There was no such agreement or promise and that was reflected when the START treaty was signed. It is also of some consequence that the USSR is no more and Russia essentially declared itself free of the USSR and not its heir.

On the other side of the issue here is the 1994 Budapest Memorandum in which Russia promised not to invade Ukraine and in return the Ukrainians gave up ~1500 nuclear weapons.

The Russians cannot be trusted and their demands that NATO withdraw from all of the former Soviet slave states is a non-starter. This demand in concert with their demands to be allowed to invade and annex Ukraine demonstrate that the current Russian regime (Putin) can’t be trusted on any topic.
