So when they vote in federal elections, we would have to declare votes from NYC as invalid because they are accepting votes from non-Americans?

Or are they giving them separate ballots for local elections only? If so, it would be easy to do fraud. Anyone can be an "immigrant" and can vote multiple time if they desire to do so.
